Quarterly Update, Q3 2025
Dear friend of Bull Moose:
There are less than three months to go in the year - and while there will be plenty to do as 2025 comes to a close, I thought we’d take a moment to go through how we spent the last three months.
The Bull Moose Project welcomed a new team member this August, Anthony Constantini, who joined as our new Policy Analyst. Between settling in and pursuing the America First agenda across technology, energy, and China competition policy, we’ve had a busy quarter!
And as the session ramps up, we’ve been in close contact with committees and offices about upcoming legislative efforts, including a potential reconciliation bill. (Want to discuss your office’s legislative priorities? Email us at info@bullmooseproject.org).
We were also pleased to support several bills throughout the summer and were particularly gratified to be the only group supporting Rep. Brandon Gill’s DC Juvenile Sentencing Reform Act, which recently passed the House. We look forward to pursuing Senate passage.

Reports, Statements, Letters, and Public Filings
In a new report, the Bull Moose Project team argues that the next Pearl Harbor in American history could be the result of a drone strike from foreign-controlled land inside the United States. We argue that inadequate land ownership data, restrictions, and airplane maintenance have created unique conditions for a devastating strike.
We filed a letter in support of FCC Chairman Brendan Carr’s “Delete, Delete, Delete” initiative to streamline the FCC’s removal of obsolete and outdated rules from the Commission.
The Office of the United States Trade Representative asked for comments on China’s adherence, or lack thereof, to its WTO commitments. We were happy to delve into China’s long history of non-compliance – while highlighting how previous American governments failed to detect it.
As the Trump administration was coming under attack from progressives for their efforts to reform the Smithsonian Institution, we were proud to lead a coalition letter in support of their efforts, including by highlighting previously unreported far-left exhibits. The letter followed Anthony’s article on the Smithsonian in the Hill, and was picked up by The Daily Signal.
The Bull Moose Project team presented our priorities for a second reconciliation bill to the Republican Study Committee.
