Washington is regulating the radio dial of the 20th century, not the media marketplace of today.
You can launch a podcast tomorrow and reach the world, but a local broadcaster still needs permission to grow beyond an arbitrary number of stations in one community. Modernizing the rules lets stations invest in local news, emergency coverage and the people who make local radio worth tuning in to, while the FCC still reviews every deal on its merits.
