Why America Must Keep Watch on China’s Chip Production
In the few short years artificial intelligence (AI) has existed in the mainstream, it has become central to global political, economic, and even religious discussions. The sale of AI chips was a key part of President Donald Trump’s recent trip to China, and Pope Leo XIV made artificial intelligence the topic of his first papal encyclical.
But for all the discussion around AI, little is known about just how advanced America’s adversaries, specifically China, are in the technology’s development.
Enter the Artificial Intelligence Oversight of Verified Exports and Restrictions on Weaponizable Advanced Technology to Covered High-Risk Actors (AI OVERWATCH) Act. OVERWATCH is a rare bill in that it addresses a major issue, chip exports, while also being introduced by a bipartisan group of senators across the political spectrum, from Senators Jim Banks (R-IN) and Tom Cotton (R-AR) on the right to Elizabeth Warren (D-MA), Catherine Cortez Masto (D-NV), and Jeanne Shaheen (D-NH) on the left. The bill, while technically a companion piece to an earlier House version, significantly improves upon its counterpart.
